There is an important consensus that the process of unblocking begins with the re-use of the Yeraskh-Horadiz railway, which, I believe, is important because it is concrete and understandable what the conversation is about; the conversation is about the railway. Armenian Deputy Prime Minister Mher Grigoryan, who is also the chairman of the commission on border delimitation with Azerbaijan, told reporters this on Wednesday.
“I believe there is a final understanding that regulations should be under the jurisdiction and sovereignty of the countries through whose territory the railway runs; that also is a very important and fundamental agreement. I will not give details about the rest of the issues because there is no final consensus yet,” said Grigoryan.
Asked whether Azerbaijan agreed to that approach regarding jurisdiction, the Armenian deputy PM responded as follows: “I believe yes. because we have repeatedly stated that we will not discuss this issue in any other format. And if there are still discussions, meetings, it means this perception is shared by at least all the participants of our tripartite working group platform.”
And to the question as to whether there is a point where the Armenian and Azerbaijani sides have a clear position that both sides agree on the unblocking of the regional roads, Mher Grigoryan responded: “I believe there is a final consensus on the re-use of the Yeraskh-Horadiz section of the railway as the first phase. All parties have stated that they agree and share that this is a good and positive solution for the region and all countries as the primary possible potential agreement at this moment.”
